The Ekaterinburg branch of the Ural State Academy of Physical Culture was established by the decision of the Academic Council of the Ural State Academy of Physical Culture (UralGAFK) of March 30, 2001, Protocol No. 7, approved by the order of the rector of UralGAFK No. 26 of 06.04.2001, by the order of the State Committee of the Russian Federation for Physical Culture, Sports and Tourism of 20.03.2002 No. 126, in agreement with the Ministry of Education of the Russian Federation (letter No. 04-52-14/17-14 of 14.02.2002) and renamed the Ekaterinburg Branch of the Federal State Educational Institution of Higher Professional Education "Ural State University of Physical Culture" on the basis of orders of the Federal Agency for Physical Culture and Sports No. 117 of April 01, 2005, No. 412 of July 13, 2005, No. 73 of February 08, 2006. By Order of the Ministry of Sports, Tourism and Youth Policy of the Russian Federation No. 501 of 30.05.2011, the name was supplemented with the word "budget" - the Ekaterinburg branch of the Federal State Budgetary Educational Institution of Higher Professional Education "Ural State University of Physical Culture". Order No. 101 of the Ministry of Sports of the Russian Federation of August 20, 2012 approved amendments to the Charter of the URALSUPC and the Regulations on the Ekaterinburg branch of the UralSUPC. Order of the Ministry of Sports of the Russian Federation No. 1007 of November 03, 2015 approved amendments to the Charter of the URALSUPC, the name of the University and its structural division. The university was renamed the Federal State Budgetary Educational Institution of Higher Education "Ural State University of Physical Culture". The Ekaterinburg branch of the Federal State Budgetary Educational Institution of Higher Professional Education "Ural State University of Physical Culture" was renamed the Ekaterinburg Institute of Physical Culture (branch) Federal State Budgetary Educational Institution of Higher Education "Ural State University of Physical Culture".

Since the Ekaterinburg Institute of Physical Culture has a historically developed combination of strong specialists, an extensive tool base and students ' desire for applied activities, conferences of various levels were often held at the Institute, and collections were published. Each of the conferences, gathering a significant number of participants, clearly indicated the need to create a common event and a common high-level publication.

With the arrival of Igor V. Bryzgalov, Doctor of Pedagogical Sciences, Professor, as Deputy Director for Research, the process of creating the journal received a powerful impetus. The authoritative support of the Institute's management made it possible to determine the concept of the journal, the method of publication, and to gather the most competent and globally thinking specialists from the institute's teaching staff under the supervision of the deputy director.

The journal "Scientific and Educational Foundations in Physical Culture and Sport" has become the common denominator, thanks to which work in various areas of physical education can be organized into a single process.
